Post on Taskforce: Need to have a help page for new features. As it is now, we get an announcement of the new feature. Then we get questions and answers on the forums. If more detailed help on the new feature could be posted in one place, it would be easier for users.

Discussion on water detention areas

• Neponset River Watershed Association (NRWA) does water sampling at 30 locations; one is near Bird Pond
• Safety and liability issue of water detention pond with lack of fence surrounding pond.
• Gazebo and Bird plaque - nuissance issue
  • Does gazebo show up on the approved plans
• Agreement with Toll predates many of the town officers
• Toll cann periodically request a reduction of it's bond, based on work being performed.
• Any large change would be a modification to the plan which the town will not do because of the previous court litigation issues
  • Toll brought a suit of Bad Faith against the Planning Board
• A minor modification to the existing plan, the planning board will listen to
  • A minor mod is just administrative in nature
  • Who can make a request that the Planning Board hear a minor modification - only Toll Bros ?
  • Toll may have to request a minor modification to install a fence around the water detention pond.
• After the development is finished, a 200 foot wide strip of land along the Neponsit River will be trurned over to the town. This area will not be taxed. A 100 foot wide strip paralell to this will be set aside as conservation land.

Discussion on traffic flow up Hildene St

• Town public works will not allow permanent speed bumps
• Roads in the development are currently private ways, owned by Toll Bros
• A 3 way stop sign should be put in at the intersection by the Nelson's house
• Since the roads are currently provate ways, Toll could put a fence at the bottom of Hildene and close that entrance until the develpment is finished
• The town putting up speed limit signs is a lengthy process and must be approved by the town selectman
• Sidewalks should be 5 feet wide

Letters from residents to Town Engineer's office on different issues are a good idea

The name of Dird Drive will be changed to Mansion Drive and a stop sign will be installed shortly at the bottom of the hill.

A large map of the total development showing house lots, open areas, walking trails and water detention ponds was provided by the town. The map will be scanned shortly and added to this website.

A copy of the water detention pond operating instructios was provided by the town. Ms Landas from the conservation commission is respoonsible for final "build to design" approval of the detention ponds.

Recommendations

• Town manager recommends the home owners make an appointment with the planning board to discuss the lack of a fence as a safety issue and the need for a gazebo.

Town actions

• Contact Toll about tall grass in open space and have Toll mitigate the fire hazard
• Contact police chief about traffic enforcement on a private way
• Contact school bus companies to stop buses from cutting through neighborhood
